Mr. Nutsalov Avbakar, Director-General of «RACUS» organization Organization RACUS was founded in 1991 (registered in Saint-Petersburg) on the initiative and with a support of a group of Russian State Universities. Today the structure of the organization includes 5 departments and representative offices in 58 countries of Asia, Near and Middle East, Africa, the South and North America, the Commonwealth of Independent States (former USSR countries) and Europe as well as branch offices in 10 cities of Russia. Activities: Carrying out certain functions of the international departments of the group of state higher education establishments of the Russian Federation (Russian State Universities) on the basis of outsourcing and their representation abroad including holding of educational exhibitions, seminars and conferences; enrollment of foreign citizens wishing to study in Russian State Universities; preparation and execution of joint educational projects/programs run by Russian and foreign higher education establishments. Short list of the services rendered by RACUS for foreign students: Providing consultations on the system of education, conditions of admission for studies at the Russian State Universities, rules and internal regulations of the student hostels, life and health insurance, nutrition, conditions of invitation letter for studies formalizing, rules for the foreign citizens' stay in Russia and their registration with the Departments of Federal Migration Service of the Russian Federation (FMS RF); Preliminary checking/expertise of the educational documents (Senior School Certificates) and the possibility of admission to the Russian State Universities; Processing of the invitation letter for studies at the chosen Russian State University with the Department of Federal Migration Service of Russia; Meeting of students coming for studies at the Russian State Universities at the airports of Moscow or Saint-Petersburg and their transfer to the city and University of studies; Assisting in student's admission to Russian State Universities according to the chosen speciality and Degree: “Bachelor of Science”, “Master of Science”, “Candidate of Science”, “Doctor of Science” and qualification “Specialist /Engineer-Specialist”; Arranging the accommodation in students' hostel during the whole period of studies in Russian State University (up to 7 years); Assistance in obtaining the registration at the Department of Federal Migration Service of Russia during the period of studies; Assistance in obtaining of all text books for studies provided by the university library for free; Controlling students' academic progress and behavior; providing information and consultation for Students to obtain the Certificate of Equivalence in the Ministry of Education of the Russian Federation which is obligatory for each student to be admitted to any Russian state higher education establishment; Supervising and providing any other kind of help to students during their period of studies in Russian State Universities (up to 5-7 years); Defense of students' interests and providing them with the juridical and any other kind of help during their period of studies in Russian State Universities; Assistance in transfer to another university or change of speciality at the student's will; Assistance in case of unforeseen situations (illness, problems with adjusting to new academic programs, etc.); Informing the parents on the student's progress and behavior upon their request; Drawing up a guest invitation for the students' parents to visit their children and other essential assistance for students as may be required. In 1991, state universities first started providing educational services for Russian and foreign citizens on the contract basis. It was then that the law was passed in Russia that for the fi rst time allowed Russian State universities to admit international students on the contract basis with the partial payment of the tuition fees. Right at that time a representative offi ce of the International Bureau for University Services was opened in St. Petersburg. The organization recruited and sent international students from the countries of the League of Arab States to study at Russian State universities.

It is involved in representing the Rusian universities abroad, organizing educational exhibitions, seminars and conferences, enrolling foreign citizens to study at the state higher education establishments of Russia, preparing and carrying out joint educational projects/programmes between the Russian and foreign universities and colleges. The Center also provides students with all the services needed for entering Russia and admission to the chosen university, including accommodation in a university hostel for the period of training. The Center keeps in touch with the students’ parents, supervises the academic progress throughout the whole period of studies in the chosen speciality (5-7 years), protects the interests of international students and gives students any other help and assistance in all their needs on the territory of Russia within the period of education.
